Celine Monif has lived in Normandy Hills, a neighborhood in Bellevue, for two decades. She said the entrance has been a huge problem for years.”This hill gets icy so fast, so quickly that every winter, several times a year, we get people stranded at the bottom of the hill,” Monif said.She lives right at the entrance, so she can see every time someone can’t make it up the hill. Then combine the hill with a sharp turn and add in the recent snow.”As people are coming down the hill, they’re not able to stop either, and we actually almost had a collision the other day,” Monif said.Residents don’t have any other option. This is the only entrance.”They keep telling us that we have an emergency entrance on the other side, which, if you go and investigate, you’ll find that there’s a big gate with a big padlock,” Monif said. “None of us have access to it. In fact, we don’t even know who has a key.”She said the conditions can get so bad that the turn looks more like a parking lot.”Seven people all parked and abandoned their cars down here, so they can walk up the hill to their houses in the back,” Monif said.The ones that get stuck rely on their neighbors. Monif said on Thursday that there were two pick-up trucks towing cars up the hill just so people could get home. “We come out with shovels, we push cars up the hill, we push them over into the parking lot over there. Anything we can do to get people out of the way,” Monif said.
