Deputy-worn body camera video released Monday shows the arrest of a man who is accused of hitting a child with his Jeep while at a beach over the weekend. Witnesses said the suspect had been drinking. The man, 36-year-old Brock Winkler, was arrested on DUI charges. It happened just after 4 p.m. on Saturday in Daytona Beach near the University Boulevard beach access parking lot. Witnesses said the child was running from the ocean across traffic lanes when he darted in front of a Jeep and was hit at low speed.The child was taken to a hospital and is expected to recover.Winkler remained at the scene after the crash. Authorities determined the collision happened after the child entered the traffic lane.Investigators were provided a photo showing several empty beer cans left near where the vehicle had been parked. An arrest affidavit said the responding deputy noted Winkler had “extreme changes in behavior, to include crying and then talking normally.” Deputies also noted he started chewing gum after deputies arrived. Winkler said he was a construction worker and was blind in his left eye. But his license did not show the need for corrective lenses. Deputies initiated a DUI investigation and conducted field sobriety exercises. Authorities said they found probable cause to charge Winkler with DUI with serious bodily injury. He also faces an additional charge of refusal to submit to DUI testing after declining a breath test.Winkler was taken to the Volusia County Branch Jail. No citation was issued for the crash. The child sustained a concussion and a hairline C-spine fracture, the report said.Winkler, after his arrest, told deputies he was on a pretrial release from Polk County for a burglary charge related to his ex-wife.
