Graham’s death and McConnell’s illness complicate Congress’ packed agenda as lawmakers return from recess
Congress reconvenes after a two-week recess to address defense spending, voter ID legislation, and confirmation hearings, while facing leadership absences and internal Republican disagreements.
WASHINGTON —
Lawmakers are back in session after a two-week recess, facing a packed agenda that includes the annual defense bill, additional funding for the Iran War, and President Donald Trump’s push for a nationwide voter ID bill.
Republicans are divided on how to best advance the president’s agenda, creating uncertainty as they tackle these issues.

Adding to the challenges is the sudden death of South Carolina Sen. Lindsey Graham over the weekend, a strong ally of the president.
The continued absence of Kentucky Sen. Mitch McConnell, who has been hospitalized for nearly a month, could further complicate efforts to pass legislation.
Before the recess, Trump asked Congress to fund parts of the White House ballroom project despite opposition, defend the Iran War as questions about its endgame persist, and pass the SAVE America Act, which would require proof of citizenship to vote. However, Republicans lack the votes to eliminate the filibuster, which allows Democrats to block the bill.
The Senate will also hold several confirmation hearings this week, including for Todd Blanche, the president’s nominee for attorney general, and Jay Clayton, nominated to be the next Director of National Intelligence.
Lawmakers have about six weeks of work remaining before many face reelection in November. They must also pass a budget to keep the government running beyond September.
