ACCORDING TO INVESTIGATORS, BULLARD WAS SLOWING DOWN AND SIGNALING TO TURN RIGHT INTO A DRIVEWAY WHEN WOODS WAS DRIVING BEHIND HIM, MOVED INTO THE ONCOMING LANE TO GO AROUND, THE REPORT SAYS. THE DEPUTY INVESTIGATING THE CASE WROTE THAT WOODS WAS SWEATING PROFUSELY, MOVING SLOWLY AND HAD BLOODSHOT, GLASSY EYES WITH DILATED PUPILS. WOODS DENIED DRINKING ALCOHOL OR USING ILLEGAL DRUGS, BUT TOLD DEPUTIES HE HAD TAKEN PRESCRIPTION MEDICATION EARLIER THAT MORNING, ALONG WITH IBUPROFEN. THE REPORT ALSO SAYS SOME OF THE SOBRIETY EXERCISES WERE MODIFIED AFTER WOODS DESCRIBED LEG AND BACK INJURIES. AFTER THOSE EXERCISES, THE DEPUTY DETERMINED WOODS WAS IMPAIRED AND PLACED HIM UNDER ARREST. THE REPORT ALSO STATES DEPUTIES FOUND TWO HYDROCODONE PILLS IN HIS POCKETS AT THE JAIL.
