Village clerk in court for allegedly spending village money on personal purchases
A Nebraska clerk has been charged with two felonies and a misdemeanor for allegedly using village money for personal purchases.

A Nebraska clerk has been charged with two felonies and a misdemeanor for allegedly using village money for personal purchases.
Vicky Kellogg is the village clerk for Herman, in Washington County. It’s one of five areas accused of misuse of funds after a state audit.

Kellogg has been charged with unauthorized use of a financial transaction device, theft by unlawful taking or disposition and a misdemeanor charge of official misconduct.
According to court documents, Kellogg is accused of spending $2,029.76 of municipal funds on personal purchases over the course of several months in 2024 and 2025.
“When you pull a government credit card out of your wallet or your purse, and you start buying electric toothbrushes and olive oil and protein shakes and so forth, and put that on the government credit card, there are going to be consequences when you’re caught,” Mike Foley, Nebraska state auditor, said.
An arrest affidavit stated Kellogg attached the village credit card to her personal Amazon and Wal-Mart online accounts. The affidavit states Kellogg said when her personal credit card expired, the system defaulted to the village credit card, but according to the document, “several of the personal purchases at issue were made physically at a Wal-Mart store.”
“You’re supposed to be using it for official, legitimate government purposes. And when you start abusing that privilege and tapping into these, these lines of credit for your own personal gain, that’s very, very offensive to property taxpayers,” Foley said.
Foley said he and his office appreciate the working relationship with law enforcement and county attorneys.
“They take the action that they can take that I cannot take. I can’t enforce the law. I can expose what we believe has been violations of law,” Foley said.
The affidavit said Kellogg paid back $784.32 to the village in 2025 and planned to not cash an outstanding paycheck, but investigators said that didn’t happen.
Foley said his office will continue to shed light on those accused of taking advantage of the system.
Kellogg is expected back in court in September.
