Council Bluffs man says mayor’s 311 program fixed 5-year neighbor issue in just 10 days
COUNCIL BLUFFS, Iowa —
If you’re having issues in Council Bluffs, there’s an easy way to get them solved. The Mayor’s 311 program launched in April, with the second phase of the program launching in June.
Mayor Jill Shudak said that since the second phase launched, they get around 22 requests a day. She says every request gets worked on in some kind of way.

Dallas Lapsley, a Council Bluffs local, attended the city council meeting Monday to thank the city for fixing an issue he’s had with his property for five years.
“He was having issues with his next-door neighbor. The backyard was full of weeds and junk and was attracting some different nuisances. And he had called into the city last year, a few different times. And before the mayor’s 311, he just wasn’t getting any help with anything,” Shudak said.
Lapsley said the first time he complained, the grass was almost as high as his knees, and nothing ever changed. Once he submitted a request through the Mayor’s new 311 program, the issue was resolved in 10 days.
Shudak said the expectation for her team is that they look at the requests every 48 hours. She says longer requests will take two to three weeks, whereas shorter ones should be completed in one week.
Lapsley said this program gives a voice to those who are otherwise scared to complain. Residents can file these requests with the city anonymously and receive the same response.
