An Omaha woman is arrested in connection to the sex trafficking ring that already involves a former city employee and four others. Jenilee Rapp appeared in court Wednesday.The hearing revealed that 40-year-old Jenilee Rapp was a Siena Francis House case manager for 15 years.The Siena Francis House said in a statement that Rapp is “no longer employed by our organization. This situation is deeply concerning, and the safety and well-being of the individuals we serve remains our highest priority.” The affidavit said her alleged connection to the sex trafficking ring was revealed through her co-defendants’ text messages. In October 2025, five individuals were arrested for an alleged connection to a sex trafficking ring in Omaha. Thomas Falcon, 62 Amy Hicks, 39 Steven Harper, 56 Douglas Johnson, 54 Scott Nelson, 52Now, nearly eight months later, Rapp is charged in the case, accused of allowing these defendants to use her home as a place of prostitution from December 2022 through August 2024. She’s also accused of possessing child pornography. “Every step that you take, you gather more evidence,” Douglas County Attorney Don Kleine said.He said there are some gaps that prosecutors will work to fill. The main one, he said, will be the motive behind her actions.The affidavit said law enforcement obtained Rapp’s phone in a search warrant, which revealed texts sexual in nature about a 17-year-old, which included Falcon sharing one photo of the minor in a sexually explicit manner. “One particular co-defendant offered to include this defendant while using the residence to engage in commercial sex acts, including with a minor sex trafficking victim,” the prosecuting attorney said Wednesday in court.Court documents also allege former city of Omaha accountant Amy Hicks, who prosecutors called the “lynchpin” of the trafficking ring, would go to Rapp’s residence on her “lunch breaks to engage in commercial sex.”READ MORE: Former Omaha employee changes plea in sex trafficking investigation“I’m not sure if there’s anybody else that will end up having a charge that will come out of this, but we’ll see,” Kleine said. “It’s always possible.”The judge set Rapp’s bond at $10,000. “We don’t have the evidence to show that she’s as much involved as the other people, but still, we would think a significant bond would be appropriate,” Kleine said.The highest is Thomas Falcon’s bond, which is set to $20 million. The lowest bond in her co-defendants’ cases is $5 million, which is Steven Harper’s case.In Harper’s initial court hearing, his address was revealed to be just off Vinton and Hanscom.
